I have been directed by my Council to address you with reference to the class of passages to and from England granted to Assistant Analysts in the employ of the Government of Hong Kong.

My Council understands that under passage rules which were

in force up to August 1932, Assistant Analysts in common with all

professional officers, were granted, on the expiration of their

tour of duty in Hong Kong, free first class return passages to

England for themselves and their families.

In August 1932, however, a new Hong Kong General Order -

No. 178 (2)

appears to have come into force under which a first class passage is only granted to officers whose maximum salary

exceeds £800 per annum.

My Council understands that, as a result of the introduc-

tion of this monetary basis, the Assistant Analysts are now placed on a lower scale, as regards class of passage, than practically all other professional officers in the Hong Kong Government Service and, also compare unfavourably in this respect with all grades of professional officers in H. M. Dockyard at Hong Kong.

In the opinion of my Council it is much to be deplored that the professional status and conditions of service of Assistant

Analysts should be on a definitely lower footing than that of other professional officers in the Colony and it, therefore, respectfully
